    Members of the committee shall have a demonstrated interest and commitment and specialized knowledge, experience, or expertise relating to the provision of mental health services in the State of Nebraska.The committee shall consist of twenty-three members appointed by the Governor as follows: (a) One regional governing board member, (b) one regional administrator, (c) twelve consumers of behavioral health services or their family members, (d) two providers of behavioral health services, (e) two representatives from the State Department of Education, including one representative from the Division of Vocational Rehabilitation of the State Department of Education, (f) three representatives from the Department of Health and Human Services representing mental health, social services, and Medicaid, (g) one representative from the Nebraska Commission on Law Enforcement and Criminal Justice, and (h) one representative from the Housing Office of the Community and Rural Development Division of the Department of Economic Development.

    Since 2020, the Nebraska State Advisory Committee on Mental Health Services has contributed to various advancements in the state's behavioral health system. Key accomplishments include:Implementation of Strategic Plans: The committee supported the Division of Behavioral Health in developing and implementing strategic plans for FY20222024. These plans emphasize improved integration, inclusion, innovation, and outcomes in mental health servicesBlock Grant Initiatives: Through oversight of the SAMHSA block grant funds, the committee helped ensure effective use of resources. This included addressing critical areas such as crisis services expansion (e.g., supporting the implementation of the 988 hotline), workforce resilience, rural service accessibility, and substance use preventionCOVID-19 and ARPA Fund Allocation: During the pandemic, the committee provided input on using supplemental funds for emergency mental health and substance use services, including supports for frontline workers, virtual services, and housing initiativesCommunity Engagement and Needs Assessment: They facilitated needs assessments and public feedback to prioritize service gaps and implement evidence-based programming tailored to Nebraska's diverse communities
