Purpose:Nebraska Police Standards Advisory Council; created; purpose and duties; meetings. There is hereby created the Nebraska Police Standards Advisory Council. The council shall be a special standing committee of the commission with the express purpose of overseeing all training schools and training academies and the operation of the training center and ensuring that all rules, regulations, and policies with respect to pre-certification, certification, continuing education, and training requirements are implemented and complied with. The council shall act for the commission in all matters relating to law enforcement training, the training center, and continuing education but shall not have any other powers and duties with respect to the commission or any of its duties. The council shall conduct regular meetings in order to carry out its statutory duties.

Qualifications Of Members:One member is the chief of police or designee from a city of the metropolitan class, a chief of police or designee from a city of the primary class, a chief of police or designee from a city of the first class, a chief of police or designee from a city of the second class or village, a county sheriff or designee from a county having a population of forty thousand or more, a county sheriff or designee from a population of forty thousand or less, a member of the Nebraska State Patrol, a sworn law enforcement officer holding the rank of sergeant or below, the ninth member shall be a member of the Jail Standards Board or a person from the public at large.

Operations

Support Staff:Staffed by training center employees. A training center staff assistant serves as secretary to the council, the agency counsel serves as legal advisor, and the training center director serves as director of standards.

Accomplishments

Since July 1, 2020:Since the last report, the Council has issued 956 law enforcement certifications through the five academies. The Council has heard 24 appeals of directors decisions regarding admissions and dismissals, conducted 1 evidentiary hearing of a law enforcement decertification, approved 66 voluntary or automatic decertification of law enforcement officers certifications, approved the annual inspections of the states 5 law enforcement academies, and approved new or renewals of over 200 Academy Instructor Certifications. The Council has amended or updated Title 79, Chapters 1 4, 8, 9, 16, & 17 of the Nebraska Rule and Regulations which became effective in 2023. The Council appointed a new Director of Compliance in 2022. The Council has promulgated rules for the Law Enforcement Attraction and Retention grant under Nebraska State Statute 81-1461, The Law Enforcement Hiring Bonus Grant under Nebraska State Statute 81-1462 and approved approximately 825,000.00 in payments to law enforcement officers in 2024. The Council directed and approved the auditing and policies to ensure the Police Service Dog Program under Title 79, Chapter 18, were being followed.
