Potential HarmThose who do not meet the recency requirement for a regular teaching certificate would not be able to sign a contract if the provisional permit did not exist. Also, applicants who have completed a teacher preparation program in another state but are missing required coursework, such as a special education course, may not be able to sign a contact.
