Potential Harm | There would be no government oversight to provide protection to the public or the industry. An asbestos limited management planner determines the presence of asbestos and creates management plans for schools prioritizing the removal of asbestos over time. The asbestos limited management planner ensures that occupants are aware of the plan so that asbestos is not disturbed. If the asbestos limited management planner is no longer regulated, an asbestos management planner would be required. If the asbestos industry were no longer regulated, there would be no protection from asbestos for children and school employees as is required by the EPA. This type of occupation may also be used for other projects. As school buildings or other buildings are renovated or demolished, there would be no safeguards against asbestos posing health hazards to the public and to those working onsite.
Training providers that are approved by Nebraska DHHS would no longer be able to train asbestos management planner students. Additionally, other states accept training certificates from Nebraska because Nebraska regulations for asbestos management planners are approved by EPA. If these regulations are no longer enforced, asbestos management planners currently licensed in Nebraska would be ineligible to work in other states that had accepted Nebraska training. Those assessing and/or removing asbestos without the proper training could release carcinogenic material into the environment and could breathe it in themselves, which would be hazardous to the public health, safety and welfare.
