Purpose:The purpose of this regulation for this occupation is to provide for temporary licensure for the professional practice of a certified nurse midwife (CNM) and related women’s health care services by nurses to ensure safe care and to allow for more access to these services by the public. The temporary license is time limited until the APRN-CNM can meet full licensure requirements.

Issued Certificate Descriptions:DHHS' licensing system was unfortunately not designed to query by individual license type for a specified period of time and would require additional programming to narrow the data for this request. The number reported reflects those issued since inception. The department may, with the approval of the board, grant temporary licensure as a certified nurse midwife for up to 120 days upon application (a) to graduates of an approved nurse midwifery program pending results of the first certifying examination following graduation, and (b) to nurse midwives currently licensed in another state pending completion of the application for a Nebraska license. A temporary license may be extended for up to 1 year with the approval of the board. An applicant who is a military spouse may apply for a temporary license as provided in Neb Rev. Stat. § 38-129.01. Practice occurs under the provisions of a practice agreement with a physician including attendance at childbirth; prenatal, intrapartum, and postpartum care; provide normal obstetrical and gynecological services for women; and provide care for the newborn immediately following birth.

Potential HarmAPRN-CNMs practice across the state in both large and small communities. Loss of these providers would further limit access by the public to primary care services for women both for childbirth and for other maternal and gynecological services, especially in smaller communities where there is a limited number of qualified providers in the community and the surrounding area.
