Purpose:2.Purpose: This Corporation has been formed for the following purposes: Facilitate successful partnerships among businesses, educators, organizations and individuals and provide economic and workforce development leadership for the purpose of stimulating the development of human capital; inspiring economic growth; and promoting organizational change leading to a skilled workforce capable of meeting employment opportunities. Provide public policy guidance for, and exercise oversight with respect to WIA and WIOA activities within the workforce region, financed in whole or in part with funds from the U.S. Department of Labor, in partnership with the elected officials of the local workforce area, and to exercise all other responsibilities authorized by the Workforce Investment Act 29 U.S.C. 2801 et seq., WIOA, and other applicable state and federal laws and regulations.Provide public policy guidance and exercise oversight with respect to activities undertaken by WDB staff in administering Department of Labor and other local, state, and federal workforce development funds.Mission: To promote and develop a workforce system that is responsive to the needs of business and career seekers resulting in economic prosperity

Qualifications Of Members:The Board shall be no less than twenty-five (25) and no greater than fifty-five (55) as designated by resolution of the Board from time to time. Each director shall hold office until the next annual meeting of the Board and until hisher successor has been appointed. At least a majority of the WDB membership, fifty percent plus one (50% +1), shall represent private sector industry and businesses (including small business and women-minority business enterprises) as is required by Section 107 of the Workforce Innovation and Opportunity Act, and nominated by local business organizations andor trade associations. Effective with the Local Areas enactment of the WIOA, Board membership shall be adjusted to follow that Acts requirements for Board membership. Nominations of required partners are through their respective organizations. The Board will include at least one representative from each of the County Boards in the local area.Private sector members shall be owners, chief executives, or chief operating officers of businesses, or other business executives or employers with optimum policymaking or hiring authority within their respective organizations. All private sector members must reside or have their principal place of business in the Greater Omaha Workforce Investment Area. They shall represent businesses, including small businesses, or organizations representing businesses that provide employment opportunities that, at a minimum, include high-quality, work-relevant training and development in in-demand industry sectors or occupations in the local area. Appointments will be from among individuals nominated by local business organizations and business trade associations. In addition to the private sector members, there shall also be members who represent the following:Shall include not less than 20% of the workforce within the local area, to include:at least 2 representatives of labor organizations who have been nominated by local labor federationsat least one representative who shall be a member of a labor organization or a training director from a joint labor-management apprenticeship programmay also include representatives of community-based organizations that have demonstrated experience and expertise in addressing the employment needs of individuals with barriers to employment (examples: organizations serving veterans, persons with disabilities, and youth)shall include a representative of eligible providers administering adult education and literacy activities under title II;shall include a representative of institutions of higher education providing workforce investment activities;may include representatives of local educational agencies and community based organizations with demonstrated experience and expertise in addressing the education or training needs of individuals with barriers to employment;shall include a representative of economic and community development entity;shall include an appropriate representative from the State employment service office under Wagner-Peyser Act (29 U.S.C. 49 et seq.) serving the local area;shall include an appropriate representative of the programs carried out under title I of the Rehabilitation Act of 1973 (29 U.S.C. 720 et seq.), other than section 112 or part C of that title (29 U.S.C. 732, 741), serving the local area;may include representatives of agencies or entities administering programs serving the local area relating to transportation, housing, and public assistance, or representatives of philanthropic organizations serving the local area; andmay include such other individuals or representatives of entities as the chief elected official in the local area may determine to be appropriate.Pursuant to Section 107(b)(5) of WIOA, members appointed to the board that represent organizations, agencies, or other entities shall be individuals with optimum policymaking authority within the organizations, agencies, or entities. All members shall be appointed by the Chief Elected Official as identified in the Local Elected Official Agreement.
