Potential HarmThe City of Scottsbluff is very concerned with the potential of no longer requiring the licensing, certification, or regulation of plumbers. With deregulation, there would be an increased likelihood of contamination to the City's water supply as a single problem would thousands of people. Additionally, the City would be concerned about improperly gas and water plumbing that could damage and destroy property as well as cause death. With the license requirement, the City has a mechanism to require plumbers to be qualified to do proper work.
